JOB SUMMARY:
The First Deputy General Counsel will provide day-to-day legal advice, representation and support to the MBTA’s General Manager and senior management team involving a broad range of complex legal, business and operations issues. The First Deputy General Counsel assists the General Counsel in the supervision and management of outside counsel and Legal Department attorneys and support staff in the areas of Employment, Contracts and Procurement, Litigation and Claims, Public Records, Governance and Compliance.

DUTIES & RESPONSIBILITIES:
 Manages activities of the Legal department, including supervision of professional, paralegal and support personnel.
 Provides legal advice and counsel to the MBTA General Manager and leadership team in coordination with the General Counsel to support daily operations and strategic initiatives.
 Supervises and handles claims, suits and potential legal actions, including employment and business litigation, assuring timely and effective handling of each matter.
 Ensures compliance with applicable laws, regulations and policies.
 Manages budget and outside counsel engagements.
 Drafts, interprets and negotiates a wide variety of employment, business and interagency agreements and reviews contracts and other instruments for execution.
 Attends and represents the MBTA at public meetings, board meetings, hearings and other appearances.
 Performs related duties as assigned.
MINIMUM REQUIREMENTS/QUALIFICATIONS:

 Juris Doctorate Degree is required.
 Member in good standing of the Massachusetts Bar.
 At least eight (8) years of legal experience.
 Related supervisory experience.
 Ability to manage and prioritize a high volume workload.
 Ability to manage and mentor legal and support personnel.
 Excellent communication skills.
 Proven problem-solving skills and sound judgment.
