BOSTON PUBLIC HEALTH COMMISSION
DUTIES:
Represents BPHC and its employees in legal matters filed in state and federal courts and administrative agencies, including lead paint enforcement actions;
Assists management staff in the development and drafting of regulations, policies and procedures; Researches and drafts memoranda regarding legal issues relating to the Commission and its employees; Investigates and reports on employee incidents/issues as assigned by the General Counsel;
Coordinates and responds to public records requests in accordance with the Massachusetts Public Records Law;
Assist General Counsel with drafting and review of various contracts and memoranda of agreement;
Assist General Counsel with HIPAA-related issues, including drafting of data use agreements involving patient health information and training of staff on HIPAA and 42 CFR Part 2;
Review ethics and open meeting law issues as assigned;
Assists the Labor Relations Office with the handling of Boston Retirement Board matters; and such other duties as assigned by the General Counsel.
Works in a confidential capacity. Operates independently. Uses independent judgment and discretion to make decisions affecting the department and staff as it relates to unit operations/services and BPHC policy. Perform other duties as required.
MINIMUM QUALIFICATIONS:
Must be a member in good standing of the Massachusetts Bar.
At least two years general legal experience as an attorney with demonstrable experience in above listed duties and responsibilities.
Prior litigation and trial experience preferable.
General word processing skills, Westlaw and internet research experience required. Excellent organizational, written and verbal skills.
Ability to learn and perform new duties and skills as assigned.
A Criminal Offenders Records Information request must be completed for this position. However, a record is not an automatic bar to employment but is reviewed in relation to the job applied for.
Boston residency required at time of hire.
