Description
The Department of Conservation and Recreation (DCR) manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. DCR is a dynamic agency, and is one of the largest park systems in the nation. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, golf courses, swimming pools, skating rinks, trails and parkways.
The Department administers a wide array of recreation and conservation programs and facilities throughout the Commonwealth, including but not limited to: protecting, preserving and managing approximately a 1/2 million acres of land for a variety of recreation, scenic, historic, open space, habitat protection, natural resource and water supply purposes; operating and maintaining important flood control facilities and a network of historic parkways; providing environmental education programs; providing oversight of the environmental integrity of natural resources of the Commonwealth, for example regulating public and private forestry and dam safety.
The Department of Conservation and Recreation seeks qualified candidates for the position of Business Process Specialist to support DCR leadership on complex operational and service delivery challenges. Acting in an internal consulting function, the Business Process Specialist completes rapid on-site diagnostics, researches best-practices, recommends solutions, and helps implement changes designed to improve effectiveness of the organization.
The Business Process Specialist is responsible for collecting and analyzing internal and external data sources; mapping all current business processes; identifying various areas for improvement; defining the scope of projects and clearly articulating the various issues at hand; establishing success metrics and reporting mechanisms; planning timelines and identifying resource needs.
The Business Process Specialist is responsible for facilitating working sessions with various stakeholders; and, for conducting research on best practices as needed; and, for assisting teams and leaders in prioritizing solutions; working with departmental leaders to implement policy, operational efficiencies, process improvements, or other solutions.
In additions to the Minimum Entrance Requirements, the preferred candidate will possess excellent analytic abilities; strong organizational skills and the ability to balance competing priorities; excellent communication, writing, and interpersonal skills; strong computer skills and proficiency in using Microsoft Office: particularly Excel, Outlook, Word, PowerPoint; demonstrated team leadership; ability to maintain trust and confidentiality; commitment to serving the citizens of the Commonwealth. Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
