The EOHHS General Counsel’s Office is seeking to hire an attorney to provide legal support for MassHealth and other agencies and programs within the EOHHS Secretariat. The attorney will perform a wide range of complex legal activities, primarily relating to activities involving information technology procurements and related legal support.
EOHHS is the Commonwealth’s largest secretariat. It is responsible for developing, coordinating and managing the Commonwealth’s health, welfare and human services operations and programs. EOHHS includes numerous departments, commissions, offices and other entities such as the Department of Public Health, the Department of Mental Health and the Department of Transitional Assistance. EOHHS also directly administers the Commonwealth’s Medicaid program, known as MassHealth. MassHealth is a cooperative state and federal program that provides health care benefits and premium assistance for uninsured families, disabled individuals, children, long-term unemployed adults, and seniors. EOHHS is responsible for supervising and managing the information technology, security and other business affairs of MassHealth and such agencies to improve administrative efficiency and to preserve fiscal resources.
The attorney will perform a wide range of complex legal activities associated with the development, implementation and administration of EOHHS information technology initiatives involving both MassHealth and EOHHS constituent agencies. The General Counsel’s Office functions as EOHHS’ in-house counsel. The legal support provided by the General Counsel’s office consists, in general, but is not limited to:

EOHHS is seeking applicants who have at least three years of full-time, or equivalent part-time, professional experience in the practice of law or in a position requiring membership in the Bar.
Applicants should have an excellent academic background and demonstrated skills and significant experience in counseling clients, legal research and analysis, oral and written advocacy, and creative problem solving. Applicants should have strong interpersonal skills and the desire to work in a collaborative legal office.
EOHHS is particularly looking for individuals who have transactional experience as well as experience as, or comparable to, in-house or outside counsel to public agencies, private businesses or other organizations.
It is also desirable to have a background in and understanding of data security and privacy law, information technology, the state and federal government, health and administrative law, health care issues and public policy.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have a Juris Doctor (JD) degree, admission to the Massachusetts Bar and (A) at least three years of full-time, or equivalent part-time, professional experience in the practice of law.
Incumbents may be required to have a current and valid Motor Vehicle Drivers License at a Class level specific to assignment.
