Giselle Joffre – Director

Giselle Joffre is a partner in Foley Hoag’s Litigation Department, specializing in white collar criminal defense, corporate internal investigations, compliance consulting and complex civil litigation. Giselle advises clients in government investigations in the healthcare and financial services industries, including civil investigations arising from violations of the False Claims Act, federal grand jury investigations into alleged corporate fraud and Securities and Exchange Commission investigations.

Prior to joining Foley Hoag, Giselle was an Assistant U.S. Attorney within the Civil & Criminal Divisions of the U.S. Attorney’s Office in Boston for four years, where she conducted federal grand jury investigations, secured indictments and negotiated plea agreements for various felony charges, including bank fraud, government benefits fraud, identity theft and public corruption. She secured felony convictions after successful jury trials, including convictions for wire fraud, mail fraud, money laundering, tax fraud and attempted extortion.

With respect to her practice as an Assistant U.S. Attorney in the Civil Division, Giselle focused on the prosecution of healthcare fraud. She coordinated investigations along with federal agents of rehabilitation service companies, medical device companies, and a retail pharmaceutical chain for alleged violations of the False Claims Act and Controlled Substances Act. As part of these investigations, Giselle evaluated company compliance systems, including the evaluation of policies and implementation and enforcement of those policies. After completion of the investigations, she negotiated settlement agreements on behalf of the government. Giselle also defended the United States in various civil lawsuits filed against the government with respect to prisoner litigation, immigration, labor and employment, and medical malpractice.

Prior to entering the public sector, Giselle defended healthcare companies while at a Boston-based, national law firm, where she practiced for nine years. She successfully defended pharmaceutical, biotech and medical device companies in state and federal government investigations, including the negotiation of settlement and compliance agreements. In addition, Giselle defended financial services organizations, including mutual funds, hedge funds and investment advisors, against allegations of fraud, including in Securities and Exchange Commission investigations and shareholder litigation.
